Ministry of Health Receives Report on “Medical Kalabule” Allegations at Korle Bu and GARH


The Ministry of Health has received the investigative report into the alleged “medical kalabule” scandal at the Greater Accra Regional Hospital and Korle Bu Teaching Hospital.

Deputy Health Minister, Prof. Dr. Grace Ayensu-Danquah, accepted the report on behalf of Minister Kwabena Mintah Akandoh, describing it as a key step toward strengthening accountability in Ghana’s healthcare system.

The committee found that a medical officer violated the Ghana Health Service Code of Conduct by directly accepting money from a patient to procure a surgical item needed for an amputation.

It also highlighted a case where payment was made in US dollars to a supplier, in breach of Bank of Ghana regulations.

Beyond these individual incidents, the report identified systemic challenges affecting the supply of neurosurgical implants and related consumables. According to the committee, financial constraints at the Greater Accra Regional Hospital have limited its ability to maintain essential implant stocks.

In some cases, patients have been asked to purchase necessary items from private suppliers before undergoing surgery.

However, the committee found no evidence to support claims of deliberate collusion between doctors and suppliers, often referred to as “medical kalabule.”

To address the gaps identified, the committee recommended several reforms. These include strengthening hospital complaint management systems, providing regular training on legal and ethical standards for health workers, and ensuring proper documentation of neurosurgical procedures and implants.

The report also proposed the creation of a dedicated revolving fund to support the purchase of implants, alongside a clear policy to regulate private practice within public health facilities.

Receiving the report, Prof. Ayensu-Danquah praised the committee for its thorough and independent work.

She emphasised that the Ministry of Health remains committed to upholding transparency, accountability, and professionalism across the health sector.

She assured the public that all findings would be thoroughly reviewed, with appropriate actions taken where necessary.

The Ministry reiterated its dedication to strengthening governance, improving procurement processes, and enhancing oversight in health facilities, while ensuring that patients continue to receive safe, ethical, and high-quality care.
