The Governing Board of the National Service Authority (NSA) has inaugurated a nine-member Transition and Implementation Steering Committee (TISC) to lead the Authority’s digital transformation agenda.
This follows a directive from the Office of the President, contained in a letter dated 17th June 2025 to the Minister of Youth Development and Empowerment. The letter instructed the suspension of the existing deployment system, mandated an audit of its operations, and called for the design of a new digital platform.
According to a statement released on Wednesday, September 10, the Authority, the audit of the old system has since been completed and found it to be unsatisfactory. The Minister has therefore written to the Board, directing it to ensure that the contract for the audited system, which expired in August 2025, is not renewed.
The Minister also asked the Board to initiate legal processes and take steps towards designing and deploying a new digital platform “that guarantees transparency, security, and real-time verification of service personnel postings.”
The TISC has been established to ensure a smooth and orderly transition from the existing National Service Scheme platform to a modern ICT-led system aimed at strengthening efficiency, transparency, and service delivery.
The Committee has been tasked to: Oversee the phased migration from the legacy system, direct the design and deployment of a modern digital platform, and supervise its rollout across all core functions, including personnel enrolment, postings, payroll/allowances, and scheme administration.
Acting under the directives of the Minister of Youth Development and Empowerment, and drawing its authority from the NSA Board, the Committee has the power to issue instructions to NSA departments and engage with external partners to achieve its mandate.
The TISC is chaired by Dr. Wisdom Atiwoto, a Member of the NSA Board and Director of Research, Statistics and Information Management at the Ministry of Health. He is supported by a team of professionals including:

The NSA expressed confidence in the expertise of the Committee, stating that with the combined skills of its members, the TISC is expected to “deliver a robust and future-ready platform that will anchor the next phase of the National Service Scheme’s operations.”
It also assured the public and stakeholders of its commitment to innovation, accountability, and excellence. The Authority stressed that “there will be no disruption in the fulfillment of its obligations to national service personnel as stated in the National Service Act, Act 1119 (2024).”
