
Construction works on the 17-kilometre Tema-Aflao Highway between the Kpone Barrier and the Central University campus at Miotso have received a major lifeline following the signing of a new debt restructuring agreement between Ghana and the United Kingdom.
The deal, signed in Accra by Minister of Finance, Dr. Cassiel Ato Forson, and His Majesty’s Trade Commissioner to Africa, John Humphrey, under the UK Export Finance, paves the way for the resumption and completion of five key infrastructure projects, including the Tema-Aflao road.
The signing forms part of Ghana’s ongoing debt restructuring efforts, which aim to ease fiscal pressure and restore debt sustainability.
“We’re taking steps to restructure debt in excess of 256 million dollars, and this will unlock five major projects—namely, the Bolgatanga Road, Obetsebi Lamptey Interchange Phase 2, Kejetia Market Phase 2, Tema Aflao Road Project, and the Komfo Anokye Teaching Hospital Maternity Project in Kumasi. We believe that after the signing, the projects will begin.”
According to Dr. Forson, the agreement will reduce financing pressures on the government and create fiscal space to support initiatives in the 2025 National Budget. He added that having the UK on board “sends a strong signal to other members of the committee to also quickly sign the official agreement.”
This latest development offers renewed hope for the Tema-Aflao project, which has faced funding setbacks since resuming on April 7, 2025, after a 15-month suspension.
Earlier, BHM International, contractors for the project, had pleaded for the $100 million loan facility to be reinstated to prevent further delays.
With the loan reinstated and expected to be released this year, the 17km expansion project is no longer in jeopardy and is expected to be completed within the 18 months after the reinstatement.
