CETAG Calls on Education Minister to Revoke Acting Vice Principal Appointment at Dambai College

The Colleges of Education Teachers Association of Ghana (CETAG) has urged the Minister for Education, Haruna Iddrisu, to revoke the appointment of a Senior Assistant Librarian as Acting Vice Principal of Dambai College of Education, describing the decision as a breach of established academic governance rules.

In an open letter dated Monday, March 16, 2026, CETAG argued that the appointment of Dr Fred Alpha Adams to the role does not comply with the Harmonised Statutes governing Colleges of Education or the post-migration guidelines issued by the Ghana Tertiary Education Commission (GTEC).

The association stressed that the Vice Principal role is an academic leadership position, which, under existing statutes, must be filled by a qualified member of the academic staff within the recognised academic progression framework. Appointing a Senior Assistant Librarian, CETAG argued, violates this principle.

“The appointment of a Senior Assistant Librarian as Acting Vice Principal is inconsistent with Statute 12(2) of the Harmonised Statutes, the Harmonised Scheme of Service, the GTEC Post-Migration Guidelines, and established practice across Ghana’s public universities,” the letter stated.

CETAG noted that the vacancy emerged after the previous Vice Principal’s tenure ended in December 2025, describing it as a foreseeable situation rather than an abrupt or casual opening. According to the Harmonised Statutes, the Principal is required to nominate two Senior Academic Staff members for consideration, from which one is elected by convocation and appointed by the governing council.

The association also highlighted that GTEC’s post-migration guidelines recommend that the Vice Principal position should ideally be held by a professor, or at minimum a senior lecturer where a professor is unavailable. Allowing non-teaching staff to occupy the role, CETAG warned, could weaken academic leadership and undermine the governance framework established during the migration of Colleges of Education onto the university salary structure.

CETAG has therefore appealed to Minister Iddrisu to intervene and ensure that the appointment process adheres fully to the relevant statutes and regulatory requirements governing Ghana’s tertiary institutions.
