“Where Is the Money?” – Minority Demands Full Disclosure on Energy Sector Levy Funds

First Deputy Minority Whip, Habib Iddrisu, has formally requested detailed information on billions of cedis collected through Ghana’s energy sector levies, citing concerns about accountability and transparency in the management of the funds.

In a letter addressed to the Information Officer at the Ministry of Energy and Green Transition, he invoked the Right to Information Act to demand the release of key financial records.

“I write to request information from your office, the Ministry of Energy and Green Transition, pursuant to Section 18 of the Right to Information Act, 2019 (Act 989), in exercise of the provisions of Article 21(1)(f) of the 1992 Constitution of the Republic of Ghana,” he stated.

Mr. Iddrisu explained that the request is being made in his capacity as the Member of Parliament for Tolon and First Deputy Whip of the Minority Caucus, working with members of the Energy Committee of Parliament on issues of public interest.

“I request the information in my capacity as the Member of Parliament for Tolon and the 1st Deputy Whip of the Minority Caucus, working with Members of the Energy Committee of Parliament on matters of public interest relating to the sector,” he noted.

Citing the Energy Sector Levies Act, 2025, he drew attention to statutory provisions governing the collection and reporting of levy proceeds.

He referenced Section 3 of the Act, which states that the Minister shall establish an Energy Sector Support Account into which all levy proceeds are paid. He also pointed to Section 4, which requires the Minister to submit an annual report on the management of the account to Parliament by March 31 each year.

However, Mr. Iddrisu expressed concern that this requirement may not have been fulfilled.

“My checks with Parliament indicate that the report on the management of the account has not been submitted since 31st March this year, as mandated by law,” he said.

He stressed that the request was necessary to support Parliament’s oversight role.

“It is, therefore, necessary to make this request to obtain information to support our oversight responsibilities as Members of Parliament,” he stated.

The Tolon MP is seeking two main sets of information: the total revenue generated from the Energy Sector Levies (Amendment) Act, 2025, and a detailed breakdown of how the funds have been spent.

He also urged the Ministry to present the data in a clear and structured format to aid understanding, preferably organised by period or by implementing agency.

Invoking the Right to Information Act, he requested a response within 14 days of receipt of his letter.

“I would be happy to receive feedback on the requested information within fourteen (14) days of receipt of this letter,” he stated.

Mr. Iddrisu added that the information should be delivered in hard copy to his office at Parliament House, Osu, 7th Floor, West Wing, Room 22 of the Job 600 Office Complex, and noted that he remains available for any necessary clarification.
